Bio

Matthew Lubuulwa is a Monitoring and Evaluation Expert, with over 16 years’ experience in M&E, Research, Public Policy Analysis, Information Technology, Public and Private Sector Investment management, Agri-business value chain analysis, science technology and innovations and strategic planning among others.

He has spent 15 years with the Budget Monitoring and Accountability Unit (BMAU) of the Ministry of Finance, Planning and Economic Development-Uganda, where he currently serves as Senior Technical Monitoring and Evaluation Specialist supporting the programmes of; Digital Transformation, Manufacturing, Private Sector Development, Tourism Development, and Innovation Technology Development and Transfer.

He has led teams and participated in several MERL studies with both national and international agencies. He is a Member of the National M&E Technical Working Group, a Partner at Strategic Advisory and Research Consulting Limited and is the Immediate Past President of the Uganda Evaluation Association (2020-2025).
