Dr. Mathews Ochieng Owili is the Deputy Governor of Kisumu County, Kenya, serving alongside Governor Prof. Peter Anyang’ Nyong’o. He is a seasoned administrator and health professional with over two decades of experience in the pharmaceutical and public service sectors.
Before joining county leadership, Dr. Owili worked in the private sector, rising to become the Chief Executive Officer of Maxim Pharmaceuticals Limited, where he gained extensive experience in healthcare management and pharmaceutical operations.
He holds a Bachelor’s degree in Veterinary Medicine and Surgery, a Master’s degree in Public Health, Pharmacology and Toxicology from the University of Nairobi, and a Diploma in Public Administration from the Galilee Institute in Israel.
In his role as Deputy Governor, Dr. Owili has played a key part in advancing Kisumu County’s development agenda, including strengthening healthcare systems, supporting the rollout of Universal Health Coverage initiatives, improving infrastructure, and promoting youth skills development through vocational training programs. He is widely recognized for his collaborative leadership style and strong focus on service delivery and inclusive development.
