Dr. Julius Muia is the Chairman of Board of Directors, International Centre for Evaluation and Development (ICED). He brings over three decades experience in leadership and governance in both private and public sectors that include high level interaction with development partners.

He is a leading expert in public policy, public and corporate finance as well as banking.  During his tour of duty in the Government of Kenya Dr Muia provided leadership in the formulation and implementation of Kenya Vision 2030-the country’s long term development framework-, development planning and also financing. As Principal Secretary for Economic Planning in the Government of Kenya, he provided strategic leadership for monitoring and evaluation across government, strengthening data use for policy, planning, and budgeting. Dr Muia has championed results-based management, institutionalisation of M&E frameworks, and integration of evidence into national development plans, contributing to more accountable, efficient, and impact-focused public sector decision-making.

He is a consultant in public policy and finance with Andersen Global and is currently serving in several local and international boards.
