Africa Evidence Ecosystem: What has worked, where it has worked, for whom it has worked

Bio

I am an expert on Monitoring and Evaluation (M&E) with enormous experience in social protection especially in fragile and conflict affected environments. I was team leader of a multi‐sectoral team that designed and managed a post conflict master plan for northern Uganda ‐ the Peace, Recovery and Development Plan (PRDP) from 2005 to 2009. I am currently Assistant Commissioner for M&E at the Office of the Prime Minister responsible for managing the Uganda Country National M&E System (NIMES). I am co‐chair of a National M&E Technical Working Group initiating, developing and managing NIMES and developing National Policy on M&E. My background is in Economics and Management with specialization in development economics. For more than 15 years I have worked in the field of rural development and social protection in Northern Uganda. I was an Economist in the Ministrr of Labour and Social Affairs and served as a Principal Economist in charge of Disaster Management and Refugee Affairs and later became in charge of designing and management the World Bank funded Northern Uganda Social Action Fund, a post conflict community driven development intervention for war ravaged northern Uganda. I was a Youth Coordinator for a JICA funded Northern Uganda Youth Rehabilitation Project implemented by World Vision for 2 years. I have a long time experience in social protection from the Northern Uganda conflict. I have worked closely with the several donor agencies on several projects following various donor procedures and safe guards. I have undertaken several studies and research on vulnerability of the youth, rural development, social protection and environmental sustainability.Specialties: Socio‐economic reintegration such as vocational and business training, labour market analyses, small business set‐up and business development services, capacity building and training, context analyses, programme design, monitoring and evaluation.
