Dr. Alex Amankwah-Poku is a seasoned public sector budget specialist and has experience in public financial management (PFM) reforms, budget systems improvement and management information systems. He is a Chief Budget Analyst and the Group Head for Budget Monitoring and Reporting at the Ministry of Finance, Ghana. His group leads the national budget monitoring efforts and provides timely reports mandated by the Public Financial Management Act, 2016 (Act 921) as amended. The Budget Monitoring and Reporting Group is also responsible for providing technical support and oversight into the national budget implementation. In line with the PFM Act, his group facilitates the fiscal decentralization function to enhance sub-national government’s revenue mobilization and budget management capabilities. Prior to this role, Alex served as the Head of Budget Development and Reforms at the Ministry of Finance from 2019 to May 2025.
Alex Amankwah-Poku holds a PhD in Business Administration from CASS European Institute of Management Studies, France, a BSc degree in Computer Science and Statistics from the University of Ghana, Legon and an MBA (MIS Option) also from the University of Ghana. Professionally, he is an Oracle Hyperion Planning and Essbase 11 Certified Implementation Specialist and a Microsoft Certified Systems Engineer (MCSE). He is also a Project Management Professional (PMP) and a Member of the Project Management Institute and the Institute of Internal Auditors (IIA).
