
Making Participation Count: Innovations in Monitoring and Evaluation of Governance

Dr. Samson Machuka is currently serving as a senior Public Investment Management and M&E advisor in the Ministry of Finance and Planning of the Republic of South Sudan supported by the World Bank.
Prior to that Samson served as the Director of Monitoring and Evaluation Department (MED) in the National Treasury and Economic planning in Kenya between 2007 and 2019 for a period of 12 years. Previous to this, Samson was the Chief Economist in the Human Resources and Social Services Department in the then Ministry of State for Planning, National Development and Vision 2030. He joined the Public Service as an Economist 11 in 1984 and rose through the ranks to the position of Director.
The Department that Samson headed was charged with the responsibility of coordinating the implementation of the National Integrated Monitoring and Evaluation System (NIMES) in Kenya. The NIMES is a mechanism that enables the government to track implementation progress of policies programmes and projects at both the National and County level.
Samson sat in various advisory boards, task forces and committees with the express purpose of championing M&E issues and ensured its integration in all aspects of planning, accountability and governance. He was also the focal person/chair of the Kenya Community of Practice on Managing for Development Results (KCoP-MfDR). Under his leadership, Dr. Machuka encouraged partnership engagements and Knowledge Management in support of managing for development results. Partnerships were forged with Knowledge Management Africa, Kenya Chapter; Twende Mbele on Evaluation programs, He currently sits as a board Member of the International Centre for Evaluation and Development, with offices in Kenya, Washington, USA and Ghana, He is a board member of the Bailey Consulting Group with offices in Rwanda, South Sudan, Kenya and Somali.
Samson coordinated hosting of the Annual National Monitoring and Evaluation (M&E) Week platform held every 45th Week of the calendar year since 2013 in Kenya.
Dr. Machuka is an adjunct Lecturer at the African Nazarene University where he teaches masters and PhD students taking courses in M&E and Economics.
In the academic front, Samson holds a B.A (Hons) Economics from the University of Nairobi in Kenya (1984), an M.A in Economics from the University of Guelph in Canada (1989) and a PhD in Economics from the Open University of Tanzania in Tanzania (2016)
