The International Centre for Evaluation and Development (ICED), the University of California,Davis in conjunction with the Institute of Statistical, Social and EconomicResearch (ISSER) and other partners are organizing the 9th Evidenceto Action Conference and Exhibition in Ghana at ISSER auditorium, University of Ghana, from 22nd to 26thJune 2026, comprising two days of pre-conference events/sideevents and the three day conference and exhibition. This year’s conferencebuilds on the growing momentum across Africa to reclaim and reshape theevidence to ‑action ecosystem‑. Despite a rich history of African knowledgeproduction, much of the evidence informing policies and decisions remainsinfluenced by external agendas and disconnected from lived realities. The E2A2026 Conference seeks to document, elevate, and scale African led practices,deepen learning across contexts, and catalyze systems level change thatpositions Africa as a global leader in ‑evidence informed‑ ‑policymaking.

Concept Note

The Evidence to Action (E2A) Conference 2026 will serve as a platform to explore innovative research and practices that promote citizen participation, especially for underserved population, making governance more responsive to their needs. By focusing on Africa, the conference aims to identify practical strategies and solutions to foster knowledge exchange and inspire action toward more inclusive governance practices.

Reimagining the Evidence-Informed Policy and Decision-Making Ecosystem in Africa

This theme emphasizes the need for inclusive, context-driven, andtransformative approaches that redefine whose knowledge counts, how decisionsare made, and whose voices shape policy..

Goal

To drive an Africa-led transformation of the evidence-to-action ecosystem by strengthening the continent’s capacity to generate and apply contextually grounded knowledge, positioning Africa as a global leader in evidence-informed policymaking and equitable, sustainable development.

Conference Objectives

Objectives

  • Reimagine the Evidence-to-ActionEcosystem: Shape asystem grounded in African contexts, priorities, and legitimacy.
  •  Document and Learn from Practice: Capture enablers, processes, andinnovations including indigenous knowledge that sustained or constrainedevidence use.
  • Clarify Ownership and Audience: Address the needs of primary userssuch as policymakers, practitioners, funders, civil societies, and communitieswhile ensuring African institutions drive the agenda.
  • Strengthen Collaboration: Deepen partnerships amonginstitutions, policymakers, funders, civil society, and communities.
  • Advance Systems-Level Transformation: Inspire renewed confidence andcommitment to Africa-led approaches that influence global evidence debates.
