Dr. David Sarfo Ameyaw is the President & CEO of the International Centre for Evaluation and Development (ICED), a leading Africa-based and Africa-led think tank advancing evidence-driven development across the continent. With over 30 years (three decades) of experience working across 24+ African countries, Dr. Ameyaw is widely recognized as a continental leader in Monitoring, Evaluation, and Learning (MEL); food systems transformation; climate resilience; and evidence-to-action programming.
He leads large-scale multi-partner consortiums, including the Mastercard Foundation Pan-Africa Impact Partner Organization (IPO), the ALL-IN Research Network, and several continent-wide initiatives on soil intelligence, agri-food resilience, and evaluation capacity strengthening.
Previously, he served as Director of Strategy, Monitoring and Evaluation at AGRA, where he established the organization’s MEL systems, led the production of the inaugural Africa Agriculture Status Report, and mobilized US$17 million for impact evaluations. He held senior leadership positions at the Millennium Challenge Corporation (MCC) in Washington, DC, helping negotiate and design multiple multi‑hundred‑million‑dollar Compacts. His career also includes senior roles at ADRA International and adjunct faculty service at the University of Ghana’s ISSER.
He serves as a Council Member of the World Agricultural Forum. He has served on numerous boards, including CEDIL (as former Chair), ATAI (MIT), and the BASIS/AMA Innovation Lab (UC Davis). He is widely respected for his strategic vision, institutional leadership, and commitment to strengthening Africa’s evaluation and evidence ecosystems.
He is a member of the American Evaluation Association (AEA) and the African Evaluation Association (AfrEA).
A champion of “Made-in-Africa Evidence,” he mentors upcoming evaluators and supports governments, donors, and institutions to build resilient, data-informed systems for inclusive development. He is recognized as a leading voice advancing African‑led evidence generation, systems strengthening, and impact‑driven programming.
Dr. Ameyaw holds Dmin. in Missions and Development from Andrews University, along with Master’s and Bachelor’s degrees from the same institution
