Albert K. Nyarko

Senior MEL Specialist

Albert K. Nyarko is a senior Monitoring, Evaluation and Learning (MEL) Specialist with over 26 years of experience providing technical leadership in MEL system design, baseline and impact assessments, institutional capacity strengthening, data quality assurance, large-scale surveys, data analysis, and results-based management across Africa. His sector experience spans infrastructure, transport and roads, economic growth, agriculture, energy, education, governance, and public-sector development, with assignments supported by the African Development Bank, USAID, MCC, World Bank, AGRA, and the Mastercard Foundation. He holds an Executive MBA in Project Management and a B.A. (Hons) in Mathematics and Statistics from the University of Ghana, with additional postgraduate coursework in advanced Statistics.

Albert has led and provided oversight for nationally representative surveys, performance and impact evaluations, and MEL systems, with strong expertise in sampling and mixed-method research design, digital data collection, statistical analysis, indicator and results framework development, and data quality assurance. During his tenure with the Millennium Development Authority (MiDA), he provided oversight to independent evaluators including ISSER, Ghana Statistical Service, Mathematica, NORC, the University of Notre Dame, and the University of California, Berkeley, supporting evaluations of Ghana’s Millennium Challenge Account Compacts across agriculture, roads, private-sector development, and energy.

Most recently, Albert served as Senior Monitoring, Learning and Evaluation Expert with TANGO International, supporting a Mastercard Foundation Impact Partner Organization operating across up to 47 African countries, following his role as MEL & Economic Growth Specialist with LINC LLC under the USAID/Ghana MEL Platform Activity, where he supported evaluation design, digital MEL systems, learning, and DQAs for 11 implementing partners. He is also supporting the Mano River Union Road Development and Transport Facilitation Programme Phase III in Liberia through baseline and socio-economic impact assessment design, sampling, indicator measurement, and M&E needs assessment, including review of institutional M&E arrangements, data systems, and the operationalization of the LogAlto, a web-based M&E platform for the Liberian Ministry of Public Works.
