Abdou Karim Dieye

Senior MEL Specialist

Abdou Karim Dieye, a native of Senegal, is a Monitoring and Evaluation (M&E) professional with 20 years of comprehensive experience in designing, implementing, and managing M&E systems for several development initiatives.

In his current position as Senior Monitoring, Evaluation & Learning (MEL) Specialist at the International Center for Evaluation and Development (ICED), he leads the delivery of MEL functions, ensuring they align with ICED’s established performance standards.

Prior to joining ICED, Mr. Dieye served as the Interim Head of the M&E Department at the African Risk Capacity (ARC), a specialized agency of the African Union. In this role, he made vital contributions to knowledge gathering and learning in the evolving field of Disaster Risk Financing across the continent to better protect the vulnerable populations from climate-related shocks. During his tenure, he was instrumental in managing the ARC's corporate M&E system, leading the review of its logical framework, and developing essential M&E tools and guidelines for Member States. His duties also included engagement with partners and overseeing key evaluations.

His deep expertise in M&E is reinforced by substantial experience in program operations management, climate insurance mechanisms, and agricultural value chain development, gained through roles such as Deputy Country Coordinator and Agronomist.

Mr. Dieye holds a Master of Science in Agronomy and Soil Sciences.
