Nairobi, Kenya – July 31, 2025 - The International Centre for Evaluation and Development (ICED) is pleased to announce the transition of Board leadership from Dr. Namanga Ngongi, whose tenure has come to a close, to Dr. Julius Muia, a distinguished expert in public financial management and economic governance.
This leadership handover marks a significant moment in ICED’s eight years institutional journey. Under Dr. Namanga’s stewardship, ICED has expanded its impact as a premier African think tank in evidence generation, development evaluation, and policy influence. His visionary leadership, commitment to excellence, and ability to forge strategic partnerships have been instrumental in ICED’s rapid growth and influence across the continent and globally.

– said Dr.Namanga Ngongi.
Dr. Namanga was the founding chairman of the AFAP board of trustees. He also served as the Representative to the United Nations food agencies in Rome, as the head of East and Southern Africa service. He later joined the World Food Program (WFP) in 1984 and became Deputy Executive Director in 1994.
Incoming Board Chair Dr. Julius Muia brings a wealth of experience in public sector leadership, economic policy, and institutional reform. A former Principal Secretary in Kenya’s National Treasury and Planning Ministry, Dr. Muia is expected to guide ICED through its next phase of strategic consolidation and expansion.
