
The longstanding partnership between the International Centre for Evaluation and Development (ICED) and Somalia’s Ministry of Planning, Investment and Economic Development (MoPIED) marked an important milestone today as ICED President and CEO, Dr. David Sarfo Ameyaw attended the 2nd Somalia National Monitoring and Evaluation (M&E) Conference held on November 18, 2025. During the event, MoPIED recognized ICED with a national award for its pivotal role in developing the Somalia Government Evaluation Guidelines and a new Evaluation Curriculum designed to professionalize M&E practices across Somali institutions.
The recognition stems from a 2023 Memorandum of Understanding signed between MoPIED and ICED to strengthen Somalia’s evaluation ecosystem. The partnership aims to advance evidence generation, improve M&E methodologies, and build national capacity to ensure development decisions are informed by reliable data. Under the MoU, both parties committed to enhancing evaluation systems, supporting evidence-based policy, expanding capacity-building for government staff, assessing progress on Somalia’s National Development Plan, developing M&E curricula, and mobilizing resources for evaluation initiatives.
Reflecting on the award, Dr. Ameyaw emphasized the shared commitment to improving development outcomes:
“This recognition is a testament to what true collaboration can achieve. ICED is proud to support Somalia in building strong evaluation systems that generate credible evidence and ultimately improve the lives of its people.” He adds, “ This is the way to go if African governments are to attain sustainable development goals.”
As Somalia continues to align national planning with long-term socio-economic goals, the ICED–MoPIED partnership stands as a model for how strategic collaboration can foster sustainable development.
