Position Summary

The Youth Engagement, Inclusion, and Safeguarding Specialist role involves leading the design and implementation of the Impact Measurement Framework related to youth programming and safeguarding efforts. This includes managing data-driven processes for assessing youth-led initiatives, inclusive participation, and capacity building for marginalized and underrepresented youth, particularly young women.

The incumbent will also engage stakeholders, support policy influence, and ensure safeguarding principles are embedded across programs. The role requires a balance of technical expertise in M&E and strong interpersonal and facilitation skills to mobilize youth participation and empowerment.

Key Responsibilities

1. Impact Measurement and Technical Delivery Support

  • Design and lead the implementation of an Impact Measurement Framework tailored to youth engagement and inclusion.
  • Design and implement youth-centric programs in collaboration with sector experts and implementing partners.
  • Integrate future-ready skills, entrepreneurship, and financial inclusion elements into program design.
  • Ensure all youth programs incorporate feedback mechanisms, accountability, and adaptive learning.
  • Conduct baseline studies, midline reviews, rapid assessments, and endline evaluations to track youth development outcomes.
  • Integrate safeguarding indicators and youth well-being metrics into MEL systems.
  • Provide technical support and training to internal teams and implementing partners on impact data collection, analysis, and utilization.

2. Impact Assessment and Data Analysis

  • Conduct quantitative and qualitative research to assess youth inclusion, empowerment, and access to opportunities.
  • Analyze socio-economic and demographic trends impacting youth livelihoods and resilience.
  • Support the production of policy briefs, reports, and learning papers that inform program strategy and advocacy.

3. Stakeholder Engagement and Advocacy

  • Build strategic partnerships with youth organizations, government, and private sector actors.
  • Lead advocacy efforts to influence youth-related policies and systems change.
  • Facilitate participatory platforms that elevate youth voices and narratives in decision-making.

4. Safeguarding and Inclusion

  • Embed safeguarding and inclusion principles across all youth-focused interventions.
  • Design and operationalize tools to monitor and report safeguarding compliance.
  • Support safe spaces, mentorship, and psychosocial support initiatives targeting vulnerable youth groups.

5. Capacity Building and Knowledge Sharing

  • Develop and deliver training for staff, partners, and youth organizations on youth engagement and safeguarding.
  • Support the production of youth narrative toolkits, learning resources, and frameworks that support youth leadership and evidence-based practice.
  • Facilitate knowledge exchange through workshops, forums, and digital platforms.

Qualifications and Experience

  • PhD or Master’s degree in social sciences, Education, Youth Development, Public Policy, or related fields.
  • Minimum of 7–10 years’ experience in youth programming, inclusion, and safeguarding within development contexts.
  • Demonstrated expertise in M&E systems, impact measurement, and learning approaches.
  • Strong background in research methodologies and use of data for adaptive management.
  • Proven ability to influence policy and engage diverse stakeholders.
  • Prior experience with youth-led or youth-serving organizations is an asset.
