Position Summary

The Refugees and Displaced Persons Impact Specialist will lead the design and implementation of the impact measurement framework tailored to refugee and displacement contexts and provide comprehensive technical support for delivering and operationalizing this framework.

This includes developing and managing robust M&E systems, conducting baseline studies, midline reviews, rapid assessments, and contributing to strategic program design and learning. The incumbent will also drive research, advocacy, stakeholder engagement, and capacity-building efforts to advance inclusive and sustainable development outcomes for displaced populations.

Key Responsibilities

1. Impact Measurement and Technical Delivery Support

  • Lead the development and implementation of a comprehensive Impact Measurement Framework for refugee-focused programming.
  • Design and oversee key research and evaluation activities including baseline studies, midline reviews, rapid assessments, and endline evaluations.
  • Support data analysis and use for strategic decision-making, adaptive programming, and learning.
  • Build internal and partner capacity in impact measurement methodologies, data collection, and reporting tools.
  • Support the design and implement impact-driven, inclusive programs aimed at improving the welfare of displaced persons.
  • Integrate Impact Framework and learning into all stages of program implementation.
  • Coordinate with implementing partners to ensure data-driven adaptation and sustainability of interventions.

2. Impact Assessment and Data Analysis

  • Conduct qualitative and quantitative research to assess refugee and displaced persons’ needs.
  • Analyze socio-economic data and emerging trends affecting displaced populations.
  • Develop evidence-based policy briefs, reports, and learning products.

3. Stakeholder Engagement and Advocacy

  • Liaise with humanitarian organizations, governments, and other partners to influence inclusive refugee policies.
  • Promote participatory engagement of displaced persons in program design and feedback.
  • Advocate for improved service delivery and durable solutions based on empirical evidence.

4. Capacity Building and Knowledge Sharing

  • Lead the financial reporting process, ensuring alignment with donor requirements, subgrantee (partner) agreements, and internal timelines.
  • Maintain positive relationships with donors and partners, addressing financial queries and ensuring timely and accurate financial reporting.
  • Ensure all financial documents of grants and subgrants are kept in the shared filing systems for complete, accurate and accessible documentation.

4. Capacity Building and Support

  • Support the development and delivery of training sessions for humanitarian staff, community leaders, and local organizations.
  • Support the production of toolkits, guidance notes, and training materials on refugee protection, inclusion, and M&E.
  • Contribute to institutional learning and knowledge exchange through publications and forums.

Qualifications and Experience

  • Master’s degree in development studies, Refugee and Migration Studies, Public Policy, M&E, or a related field.
  • At least 8 years of experience in humanitarian programming or development work with displaced populations.
  • Proven experience leading M&E frameworks and conducting impact evaluations.
  • Strong research, analytical, and writing skills.
  • Experience working in multi-cultural, multi-stakeholder settings.
  • Familiarity with donor requirements and reporting standards, especially within large-scale impact programs.
