Position Summary
The Disability and Inclusion Impact Specialist will play a pivotal role in ensuring that all M&E activities are inclusive, participatory, and responsive to the needs and perspectives of persons with disabilities. The Specialist will lead the development and implementation of inclusive strategies, drive policy advocacy, conduct rigorous research, and provide technical assistance to ensure meaningful participation and representation of persons with disabilities in development programming.
This is a strategic and hands-on role requiring strong analytical capacity, deep community engagement experience, and demonstrated leadership in driving systemic change in inclusive development. The successful candidate will contribute to ICED’s commitment to equity, accessibility, and empowerment for all.
Key Responsibilities
1. Technical Leadership
- Impact Measurement and Technical Delivery Support
- Lead the design, development, and rollout of a comprehensive Impact Measurement Framework aligned with the Mastercard Foundation Pan Africa Impact Initiative.
- Provide technical leadership and hands-on support to program teams and partners in implementing the impact framework across all intervention areas.
- Design and oversee impact assessments including baseline studies, rapid reviews, midline assessments, and endline evaluations.
- Ensure timely collection, analysis, and interpretation of impact data to inform adaptive program management.
- Contribute to building institutional capacity around impact measurement methodologies, tools, and reporting standards.
- Support the integration of disability-inclusive impact metrics and ensure representation of persons with disabilities in all measurement processes.
- Coordinate closely with the Impact Evaluation, and Learning team and sector leads to ensure alignment and data coherence across all platforms.
- Conduct qualitative and quantitative research on disability inclusion and accessibility across program contexts.
- Analyze socio-economic data to inform adaptive programming and policy recommendations.
- Integrate disability-inclusive approaches across program design, delivery, and evaluation cycles.
2. Stakeholder Engagement
- Engage with key stakeholders—including government agencies, NGOs, and DPOs—to advocate for inclusive policies and systems.
- Facilitate community-level engagements and ensure active participation of persons with disabilities in decision-making processes.
- Contribute to the design of strategic frameworks and policies that embed disability inclusion.
- Collaborate with humanitarian and development partners to implement evidence-driven, inclusive interventions.
3. Capacity Building and Knowledge Sharing
- Design and deliver training programs for staff, partners, and local actors on disability rights and inclusive programming.
- Develop high-quality research outputs, including reports, briefs, and peer-reviewed publications.
- Monitor program impact with attention to reach, equity, and sustainability.
- Produce guidelines, toolkits, and resource materials to support inclusive practices.
- Support the capacity strengthening of local organizations working with and for persons with disabilities.
Qualifications and Experience
- Master’s degree or PhD in Disability Studies, Social Policy, Development Studies, Monitoring and Evaluation, or a related field.
- Minimum of 7 years of progressive experience in development or humanitarian settings, including at least 5 years in a technical or leadership role in inclusion programming.
- Demonstrated experience in developing and applying disability-inclusive M&E systems.
- Strong analytical, research, and communication skills, including experience producing high-quality knowledge products.
- Proven ability to work collaboratively across teams and with diverse stakeholders.
- Familiarity with donor frameworks, particularly those of the Mastercard Foundation, is an added advantage.
